El Mecanismo de Examen de las Políticas Comerciales (MEPC) establecido a título experimental por las partes contratantes del GATT en abril de 1989 se ha convertido en un elemento permanente de la Organización Mundial del Comercio en virtud del Acuerdo de Marrakech por el que se estableció esta Organización en enero de 1995.

This third Trade Policy Review has allowed us to deepen our understanding of Ecuador’s trade and investment policies in particular in regard to the reforms and changes introduced since the last Review in 2011. I would like to thank the Ecuadorian delegation headed by Mr. Diego Caicedo Vice-Minister of Foreign Trade for its engagement throughout this exercise. I would also like to thank our discussant Ambassador Eduardo Sperisen-Yurt Permanent Representative of Guatemala to the WTO for his remarks which set an important basis for this Review as well as the 33 delegations which took the floor.

The social structure of the Ecuadorian economy underwent considerable changes during the period under review (2011-2018). In particular there was a notable decline in the oil sector’s share of GDP which decreased from 13.2% in 2011 to barely 4.8% in 2017. At the same time there was a growth in the share of services in GDP driven above all by construction trade and education and health and social services. The fastest growing sector during the review period was aquaculture and shrimp fishing. The negative effects of the balanceof- payments crisis caused several sectors and branches of economic activity to contract in 2015 and 2016 and led to the adoption of safeguard measures and a cut in spending. The economic contraction triggered by the crisis had an impact on oil operations and repercussions in most industries.

Una vez que los efectos de la crisis internacional de los años 2008-2009 empezaron a disiparse el Ecuador experimentó diferentes dinámicas de crecimiento en su economía registrando una variación promedio anual del Producto Interno Bruto (PIB) para el período 2010–2014 del 5.2% superior al promedio de Latinoamérica en ese mismo periodo (3.5% según datos de CEPAL) alcanzando en términos nominales un tamaño de la economía de 101.726 millones de dólares EE.UU. en el año 2014.
