“Trade Policy Reviews” analyse the trade policies and practices of each member of the WTO. The reviews consist of three parts: an independent report by the WTO Secretariat, a report by the government, and the concluding remarks by the Chair of the WTO’s Trade Policy Review Body. The opening section - “key trade facts” - provides a visual overview of the WTO member’s major exports/imports, main export destinations, origins for its imports and other key data. This edition looks into the trade practices of The Kingdom of Saudi Arabia.

This edition looks into the trade practices of Kingdom of Saudi Arabia.

This is Saudi Arabia’s first Trade Policy Review; it covers the period 2005-11. Saudi Arabia is considered one of the recent acceded countries to the WTO and is an active member in the “recently-acceded members” (RAMs) Group. Saudi Arabia is participating in the Doha Development Agenda (DDA) negotiations and strongly supports all efforts made to bring the negotiations to a successful conclusion as soon as possible.

The Trade Policy Review Mechanism (TPRM) was first established on a trial basis by the GATT CONTRACTING PARTIES in April 1989. The Mechanism became a permanent feature of the World Trade Organization under the Marrakesh Agreement which established the WTO in January 1995.

This first Trade Policy Review of the Kingdom of Saudi Arabia has given us a better understanding of the evolution of its trade and related policies since its accession to the WTO in 2005, and enabled us collectively to measure the challenges it faces in maintaining its economic prosperity. Our discussion has proved more engaging thanks to the full and open participation of the Saudi delegation, led by H.E. Dr. Tawfiq Al-Rabiah, Minister of Commerce and Industry, and by the insightful remarks made by the discussant, H.E. Ambassador Joakim Reiter of Sweden, as well as the active participation by numerous Members.

On 16 June 2020 the WTO circulated the panel report in the case brought by Qatar in “Saudi Arabia — Measures concerning the Protection of Intellectual Property Rights” (DS567).

Le 5 avril 2019, l’OMC a distribué le rapport du Groupe spécial chargé d’examiner l’affaire introduite par l’Ukraine “Russie - Mesures concernant le trafic en transit” (DS512).

On 11 July 2019 the WTO circulated two panel report in the cases brought by Canada and Mexico in “United States — Certain Measures on Steel and Aluminium Products” (DS550) and “United States — Certain Measures on Steel and Aluminium Products” (DS551).

On 1 November 2019, a WTO arbitrator issued its decision on the level of countermeasures China may request with respect to the United States in “United States - Certain Methodologies and their Application to Anti-Dumping Proceedings Involving China” (DS471).

Le 10 août, l’OMC a distribué le rapport du Groupe spécial concernant la procédure engagée par la Fédération de Russie dans l’affaire “Union européenne et ses États membres — Certaines mesures relatives au secteur de l’énergie” (DS476).

Le 15 novembre 2019, l’OMC a distribué le rapport du Groupe spécial de la mise en conformité concernant la procédure engagée par l’Inde dans l’affaire “États-Unis - Mesures compensatoires visant certains produits plats en acier au carbone laminés à chaud en provenance d’Inde” (DS436).

On 13 April 2017, an Arbitrator issued her Award regarding the “reasonable period of time” for implementing the recommendations and rulings of the Dispute Settlement Body (DSB) in the dispute “United States — Anti-dumping and Countervailing Measures on large residential washers from Korea” (WT/DS464). The Arbitrator determined that the “reasonable period of time” for the United States to implement the DSB’s recommendations and rulings in this dispute is 15 months from the adoption of the panel and Appellate Body Reports in this dispute. The reasonable period of time will thus expire on 26 December 2017.

El 11 de julio de 2019, la OMC distribuyó dos informes del Grupo Especial que entendió en los asuntos planteados por el Canadá y México: “Estados Unidos — Determinadas medidas relativas a los productos de acero y aluminio” (DS550) y “Estados Unidos — Determinadas medidas relativas a los productos de acero y aluminio” (DS551).

El 13 de abril de 2017, el laudo del Árbitro designado estableció el “plazo prudencial” para aplicar las recomendaciones y resoluciones del Órgano de Solución de Diferencias (OSD) en la diferencia Estados Unidos — Medidas antidumping y compensatorias sobre lavadoras de gran capacidad para uso doméstico procedentes de Corea” (WT/DS464). El Árbitro determinó que el “plazo prudencial” para que los Estados Unidos aplicaran las recomendaciones y resoluciones del OSD en esta diferencia fuera de 15 meses contados a partir de la adopción de los informes correspondientes del Grupo Especial y del Órgano de Apelación. En consecuencia, el plazo prudencial expirará el 26 de diciembre de 2017.

On 15 November 2019 the WTO circulated the compliance panel report in the case brought by India in “United States — Countervailing Measures on Certain Hot Rolled Carbon Steel Flat Products from India - Recourse to Article 21.5 of the DSU by India” (DS436).

On 28 February 2019 the WTO circulated the panel report in the case brought by the United States in “China — Domestic Support for Agricultural Producers” (DS511)
