Report on G20 Trade Measures (2021)
G20 economies have continued to roll back COVID-19-related trade-restrictive measures and demonstrated restraint in the imposition of new ones but the value of trade covered by pandemic-related restrictions still in place now exceeds that of trade-facilitating measures according to the latest WTO Trade Monitoring Report on G20 trade measures released today (28 October). Ahead of a G20 leaders’ summit in Rome this weekend Director-General Ngozi Okonjo-Iweala called on G20 economies to continue to unwind pandemic-related trade restrictions and to push for a strong WTO response to the pandemic at the 12th Ministerial Conference.

WTO Public Forum 2012
The 2012 WTO Public Forum posed the question: “Is multilateralism in crisis?” providing an opportunity for participants from a variety of backgrounds to discuss this question across the three-day event. The themes of the Forum included formulating new approaches to multilateral trade opening in areas such as trade facilitation addressing 21st-century issues and identifying areas in need of new regulations and examining the role of non-state actors in strengthening the multilateral trading system. African Perspectives on Trade and the WTO
Twenty-first century Africa is in a process of economic transformation but challenges remain in areas such as structural reform governance commodity pricing and geopolitics. This book looks into key questions facing the continent such as how Africa can achieve deeper integration into the rules-based multilateral trading system and the global economy. Report on G20 Trade Measures (2011)
Protectionist pressures on the rise latest G20 monitoring report says: G20 governments have introduced more trade barriers including export restrictions in the past six months than in previous periods since the financial crisis began according to the monitoring report by the World Trade Organization the Organisation for Economic Co-operation and Development and the UN Conference on Trade and Development released on 24 May 2011. Although measures to lower trade barriers are also accelerating new import restrictive measures taken by G20 economies over the period October 2010 to April 2011 cover around 0.6% of total G20 imports which is also an increase over the previous six months (0.3%). Export restrictions are also on the rise. This adds to the cumulative total of world trade affected by new restrictions since the crisis began. Despite the positive forecasts for 2011 the outlook for world trade remains clouded by a number of significant risk factors in addition to the recent natural disasters in Japan. Sovereign debt problems rising prices for food and other primary commodities and unrest in major oil exporting countries generate uncertainties for the near future.

World Trade Report 2010
The World Trade Report 2010 focuses on trade in natural resources such as fuels forestry mining and fisheries. The Report examines the characteristics of trade in natural resources the policy choices available to governments and the role of international cooperation particularly of the WTO in the proper management of trade in this sector. A key question is to what extent countries gain from open trade in natural resources. Some of the issues examined in the Report include the role of trade in providing access to natural resources the effects of international trade on the sustainability of natural resources the environmental impact of resources trade the so-called natural resources curse and resource price volatility. The Report examines a range of key measures employed in natural resource sectors such as export taxes tariffs and subsidies and provides information on their current use. It analyzes in detail the effects of these policy tools on an economy and on its trading partners. Finally the Report provides an overview of how natural resources fit within the legal framework of the WTO and discusses other international agreements that regulate trade in natural resources. A number of challenges are addressed including the regulation of export policy the treatment of subsidies trade facilitation and the relationship between WTO rules and other international agreements.

TRIPS Agreement
The establishment of the WTO’s TRIPS (trade-related aspects of intellectual property rights) Agreement in 1995 changed the face of international intellectual property (IP) law and policy-making. Increasing stockpile of trade-restrictive measures “a cause for concern”: The increasing stockpile of trade-restrictive measures introduced by WTO members remains a cause for concern and continued vigilance is required according to the latest report on trade-related developments presented on 23 July by WTO Director General Roberto Azevêdo. On the positive side an increasing number of trade-liberalizing measures such as tariff-cutting measures were adopted by WTO members during the period under review 16 October 2014 to 15 May 2015.

Trade Impacts of LDC Graduation
Graduation from the status of least-developed country (LDC) marks an important milestone in the development path of each LDC. At the same time the phasing-out of international support measures associated with LDC status including trade preferences and special treatment in the WTO could present challenges for graduating LDCs in their efforts to continue integration into the global economy. A quarter of LDCs were on track to graduate from LDC status prior to the outbreak of the COVID-19 pandemic. “Trade impacts of LDC graduation: Insights from countryspecific market access analyses” complements the report “Trade impacts of LDC graduation” issued in May 2020 and examines in greater detail the impact of graduation on preferential market access for each of the 12 graduating LDCs. The report looks at the export structure of graduating LDCs the likely increase of tariffs on their exported products and projected changes in trade flows employing a partial equilibrium model. It sheds light on products and destination markets that require specific attention from graduating LDCs as they prepare for graduation.

Key Issues in WTO Dispute Settlement
This book examines aspects of the operation of the WTO dispute settlement system during the first ten years of the WTO. It covers a representative cross-section of the issues and situations WTO Members have dealt with under the Dispute Settlement Understanding. Status of WTO Legal Instruments
This publication covers the treaty instruments drawn up by WTO Members in relation to the Marrakesh Agreement Establishing the WTO and the multilateral and plurilateral trade agreements annexed to this Agreement. It lists the adoption and signature dates of WTO treaty instruments and the dates of acceptances accessions or amendments to these. It also provides the date of their entry into force as well as the dates of other communications and declarations received by the WTO Director-General in her capacity as depositary. This updated 2021 edition reflects several WTO treaty developments since the previous edition. Following a brief introduction a dedicated section provides a comprehensive summary of the establishment of the WTO and the evolution of its treaty instruments. It also provides information on depositary notifications by the WTO Director-General the relevant volumes of the WTO and UN Treaty Series and treaty registration with the United Nations. Hyperlinks in the PDF version allow readers direct access to the relevant WTO and UN documents.
WTO Dispute Settlement
Over the past 20 years nearly 500 disputes have been brought to the WTO. About half of these were resolved during bilateral discussions while the other half proceeded to a panel process which in recent years generally takes about 14 months. Appeals are considered by the WTO’s Appellate Body and – excluding exceptionally busy periods – are completed within three months. This makes the WTO’s dispute system one of the fastest in the world. This is an accessible guide to the vocabulary used in trade negotiations. It explains about 2500 terms and concepts in simple language. Its main emphasis is on the multilateral trading system represented by the agreements under the World Trade Organization (WTO). In addition it covers many of the trade-related activities outcomes and terms used in other international organizations such as the United Nations Conference on Trade and Development (UNCTAD) the World Intellectual Property Organization (WIPO) the Food and Agriculture Organization (FAO) and the OECD. The last five years have seen a rapid spread in the formation of free-trade areas in all parts of the world. The theme of this year’s Report is “Trade in a Globalizing World”. The Report provides a reminder of what we know about the gains from international trade and highlights the challenges arising from higher levels of integration. It addresses a range of interlinking questions starting with a consideration of what constitutes globalization what drives it what benefits does it bring what challenges does it pose and what role does trade play in this world of ever-growing inter-dependency. The Report asks why some countries have managed to take advantage of falling trade costs and greater policy-driven trading opportunities while others have remained largely outside international commercial relations. It also considers who the winners and losers are from trade and what complementary action is needed from policy-makers to secure the benefits of trade for society at large. Services Profiles 2013 provides statistics on key “infrastructure services” i.e. transportation telecommunications finance and insurance for 140 economies. The information is derived from multiple sources such as national accounts employment statistics balance of payments statistics foreign affiliates’ trade in services (FATS) statistics foreign direct investment (FDI) statistics and quantitative indicators largely sourced from international/regional organizations and specialized bodies.
Multilateralizing Regionalism
Regional trade agreements (RTAs) have proliferated around the world in the past two decades and now nearly all members of the WTO are party to at least one. Besides tariffs and rules of origin regulating trade in goods many RTAs now include provisions on services investments technical barriers to trade and competition rules as well as a host of issues not directly related to trade. The geographic reach of RTAs is expanding with transcontinental agreements spreading forcefully alongside intra-regional agreements. ‘Multilateralizing Regionalism’ was the title of a major conference held from 10–12 September 2007 at the WTO in Geneva. Brought together in this publication the conference papers achieve two things. First they marshall detailed new empirical work on the nature of the ‘Spaghetti Bowl’ and the problems it poses for the multilateral trade system. Second they contribute fresh and creative thinking on how to ‘tame the tangle’ of regional trade agreements.

Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2010)
Lamy cites need for “increased vigilance” to three potential dangers facing world trade: Director-General Pascal Lamy in his annual report to WTO members on developments in the international trading environment published on 24 November 2010 called for increased vigilance by members to three potential dangers the first regarding “an increase in protectionist pressures generated by global imbalances at a time when the political consensus in favour of open trade and investment is already under strain from stubbornly high levels of unemployment in many countries”. He also cited “the danger of a steady accumulation over time of measures that restrict or distort trade and investment” and “the challenge of managing the trade and investment impacts of stimulus and bail-out measures taken in response to the crisis”.

En la era digital son cada vez más los gobiernos que han adoptado políticas encaminadas a impulsar el crecimiento por medio de la innovación y la modernización tecnológica. En el Informe sobre el comercio mundial 2020 se examinan esas tendencias y el papel que desempeñan el comercio y la OMC en este contexto. Un rasgo definitorio de las políticas gubernamentales adoptadas en los últimos años ha sido su apoyo a la transición a la economía digital. Tradicionalmente el comercio y las políticas comerciales han sido importantes motores de innovación. En particular el sistema multilateral de comercio ha contribuido considerablemente a la innovación y la difusión de tecnología a nivel mundial al fomentar unas condiciones del mercado mundial previsibles y al sustentar el desarrollo de las cadenas de valor mundiales. Habida cuenta de que los datos se han convertido en un insumo esencial de la economía digital las empresas dependen más de los activos intangibles que de los físicos y las empresas digitales pueden llegar más deprisa a los mercados mundiales sin la cantidad de inversión física que se necesitaba antes en otros sectores. En el contexto de la economía digital el éxito dependerá de la apertura el acceso a los bienes y servicios de tecnología de la información y las comunicaciones (TIC) la colaboración en los proyectos de investigación y la difusión de los conocimientos y las nuevas tecnologías. En el Informe sobre el comercio mundial 2020 se muestra que la cooperación internacional contribuye de manera significativa a fomentar el desarrollo digital y la innovación tecnológica con mayor eficacia minimizando al mismo tiempo los efectos indirectos negativos de las políticas nacionales. Los Acuerdos de la OMC alcanzados hace un cuarto de siglo han demostrado tener una notable visión de futuro al proporcionar un marco que ha favorecido el establecimiento de economías basadas en las TIC en todos los niveles de desarrollo. Una mayor cooperación internacional en la OMC y en otros foros permitiría seguir innovando y reducir las tensiones comerciales para ayudar a los mercados internacionales a funcionar de manera más previsible.

World Tariff Profiles 2020 provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. The publication starts with a breakdown of the tariffs imposed by these economies. Tariff data are presented in comparative tables and in one-page profiles for each economy. A summary table on selected indicators on the imports and exports profile for these economies is also presented. Statistics on non-tariff measures by country and by product group complement the data on tariffs. The special topic is on market access for medical goods and COVID-19 medical supplies. The publication is jointly prepared by the World Trade Organization the United Nations Conference on Trade and Development (UNCTAD) and the International Trade Centre (ITC).

A Handbook on Accession to the WTO
The Handbook provides the first detailed explanation and analysis of the process whereby governments become Members of the WTO. The WTO Agreement which came into force on 1 January 1995 provides few details on how this process is to take place. Consequently the steps in the detailed negotiations leading up to access have evolved through the actual negotiations for governments which have become Members of the WTO since 1995. This handbook is unique in providing an account of how the process evolved and in offering details on the process as it is now applied. Moreover the input of the WTO Secretariat into the preparation of the guide provides information not available until now to anyone outside the Secretariat. The Secretariat has supported production of this handbook in the hope it will serve as a useful source of reference for officials from acceding governments WTO Members academia and the general public.
