Trade restrictions on the rise: Director-General Pascal Lamy in presenting his interim report on trade developments to the Trade Policy Review Body on 21 June 2011 urged “increased vigilance by all WTO Members” as “protectionist pressures remain and are being generated by stubbornly high levels of unemployment in many countries persistent global imbalances and macroeconomic concerns”. Many delegations expressed concern over the recent increase in trade restrictions and called on the WTO to continue with its regular trade monitoring reports

Global Value Chain Development Report 2019
This report takes stock of the evolution of global value chains (GVCs) in light of technological developments such as robotics big data and the Internet of Things. It discusses how these technologies are reshaping GVCs and examines the effect of these changes on labor markets in developed and developing economies and on supply chain management. The report discusses how technological developments are creating new opportunities for the participation of small and medium-sized enterprises in global value chains and reviews issues related to GVC measurement. The report is a follow-up to the first Global Value Chain Development Report which revealed the changing nature of international trade when analyzed in terms of value chains and value-added trade.
Global Value Chain Development Report
A radical shift is underway in global value chains as they increasingly move beyond traditional manufacturing processes to services and other intangible assets. Digitization is a leading factor in this transformation which is being accelerated by the coronavirus disease (COVID-19) pandemic. The Global Value Chain Development Report 2021 the third of a biennial series explores this shift Beyond Production. This report shows how the rise of services value chains offers a new path to development and how protectionism and geopolitical tensions environmental risks and pandemics are undermining the stability of global value chains and forcing their reorganization geographically.
International Trade Statistics 2004
Compiled and analyzed by the WTO’s economists and statisticians the figures provide comprehensive comparable and up-to-date statistics on trade in merchandise and commercial services for an assessment of world trade flows by country region and main product groups or service categories. Some 240 tables and charts are depict trade developments from various perspectives and provide a number of long-term time series as additional information.
WTO Agreements & Public Health
This joint study by the World Health Organization and the World Trade Organization Secretariat on the relationship between trade rules and public health. The study explains how WTO Agreements relate to different aspects of health policies. It is meant to give a better insight into key issues for those who develop communicate or debate policy issues related to trade and health. The study covers areas such as drugs and intellectual property rights food safety tobacco and many other issues which have been subject to passionate debate. In this joint effort the first of its kind WHO and the WTO Secretariat endeavour to set out the facts.

20 Years of the Information Technology Agreement
Over the past 20 years the Information Technology Agreement (ITA) has increased worldwide access to high-tech goods such as computers mobile phones and semiconductors. It has also contributed to greater access to the Internet and the growth of the digital economy creating new opportunities for businesses and individuals in both developed and developing economies. Finalized at the first WTO Ministerial Conference in 1996 the ITA commits its participants to eliminating tariffs on a wide range of IT products with an annual value of approximately US$ 1.7 trillion. To mark the 20th anniversary of the ITA this publication analyses the impact of the ITA on its participants and on worldwide trade in IT products. It demonstrates how the Agreement has not only made high-tech products more affordable but has also helped to promote innovation and to support developing economies’ integration into global production networks. The publication also reviews new developments such as the landmark deal concluded in 2015 to eliminate tariffs on an additional 201 IT products valued at over $1.3 trillion per year. Finally it highlights what still needs to be done to meet the UN’s Sustainable Development Goal of providing universal and affordable access to the Internet so that the benefits of the digital revolution can be enjoyed by all.

Report on G20 Trade Measures
The WTO’s 21st Monitoring Report on G20 trade measures issued on 24 June shows that the trade coverage of new import-restrictive measures introduced during the period (October 2018 to May 2019) was more than 3.5 times the average since May 2012 when the report started including trade coverage figures. The report found that trade coverage of USD 335.9 billion during the period is the second highest figure on record after the USD 480.9 billion reported in the previous period. Together these two periods represent a dramatic spike in the trade coverage of import-restrictive measures leading WTO Director-General Roberto Azevêdo to call on G20 economies to work together urgently to ease trade tensions.

Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2009)
Lamy calls for exit strategies on temporary trade restrictions and subsidies: Director-General Pascal Lamy in his annual report on trade and trade-related developments in 2009 said that “although there have been instances of slippage in general terms the world economy is about as open for trade today as it was before the crisis started.” He called on members “to devise and announce exit strategies to remove trade restrictions and production subsidies that they have introduced temporarily to counteract the effects of the crisis and start implementing those strategies as soon as domestic economic recovery takes hold.”
Report on G20 Trade Measures (2016)
G20 trade restrictions reach highest monthly level since the crisis: The WTO’s fifteenth trade monitoring report on G20 trade measures issued on 21 June shows the application of new trade-restrictive measures by G20 economies increased compared to the previous reporting period reaching the highest monthly average registered since the WTO began its monitoring exercise in 2009.

La publication intitulée « Profils tarifaires dans le monde 2019 » donne des renseignements complets sur les droits imposés par plus de 170 pays et territoires douaniers. La publication commence par une ventilation des droits de douane appliqués par ces économies. Les données sont présentées dans des tableaux récapitulatifs et sous forme de profils individuels d’une page pour chaque économie. Vient ensuite une section qui porte sur l’utilisation des mesures non tarifaires qui sont de plus en plus importantes dans le commerce international. Un nouveau tableau récapitulatif concernant certains indicateurs relatifs au profil des importations et des exportations pour ces économies a été ajouté. Cette édition traite en particulier des politiques commerciales et tarifaires et le développement durable. Cette publication est établie conjointement par l’Organisation mondiale du commerce la Conférence des Nations Unies sur le commerce et le développement (CNUCED) et le Centre du commerce international (ITC).

Trade Profiles 2020 provides a series of key indicators on trade in goods and services for 197 economies. Report on G20 Trade Measures (2015)
WTO reports levelling of new G20 trade restrictions but stockpile grows: The WTO’s fourteenth trade monitoring report on G20 trade measures issued on 2 November shows the application of new trade-restrictive measures by G20 economies remained stable compared to the previous reporting period. Although the report shows relative restraint by G20 economies in introducing new trade restrictions the stockpile of measures continues to grow. Because the uncertain global economic outlook continues to have a negative impact on international trade the report calls on G20 leaders to deliver on their pledge to refrain from implementing new protectionist measures and to roll back existing trade-restrictive measures.

Investing in Skills for Inclusive Trade
“Investing in Skills for Inclusive Trade” co-published by the World Trade Organization (WTO) and the International Labour Office (ILO) focuses on the linkages between trade and skills and between trade and skills development policies. The publication argues that in the fast-changing context of globalization where technology and trade relations evolve rapidly the responsiveness of skills supply to demand is particularly important. Given the role of skills in productivity and in trade performance as well as in access to employment and in wage distribution a strong emphasis on skills development is vital for both firms and workers. Drawing on the findings from relevant literature and from the ILO's Skills for Trade and Economic Diversification (STED) programme this publication shows that appropriate skills development policies are key to helping firms participate in trade and also to helping workers find good jobs.

¿Pueden las cadenas de bloques revolucionar el comercio internacional?
El progreso tecnológico siempre ha condicionado el comercio. En los últimos años muchos observadores han saludado la aparición de una nueva tecnología las cadenas de bloques como el nuevo factor que transformará de manera radical el panorama comercial. ¿Pueden las cadenas de bloques revolucionar el comercio internacional? El objetivo de la presente publicación es desmitificar el fenómeno de las cadenas de bloques aportando una explicación básica de esta tecnología. En el documento se analiza la importancia que tiene esta tecnología para el comercio internacional indicando cómo se utiliza en la actualidad y cómo podría llegar a utilizarse en diversas esferas abarcadas por las normas de la OMC. Del análisis se desprende en qué medida podría la adopción de esta tecnología afectar al comercio transfronterizo de mercancías y servicios y a los derechos de propiedad intelectual. Report on G20 Trade Measures (2016)
Trade restrictions among G20 remain high despite slight slowdown in new measures: The WTO’s sixteenth monitoring report on Group of 20 (G20) trade measures issued on 10 November shows that the number of trade-restrictive measures applied by G20 economies remains high despite a slight decline against the previous period. This is of particular concern given the continuing global economic uncertainty and the WTO’s recent downward revision of its trade forecasts.

WTO report finds no acceleration in trade restrictions but slow pace for barrier removal: WTO members have continued to show some restraint in introducing new trade-restrictive measures and have also adopted a record number of trade facilitation measures during the period of October 2014 to October 2015 according to the Director-General’s annual report on trade-related developments. However the report which was discussed at the 9 December meeting of the Trade Policy Review Body (TPRB) raises concerns over the increase in the stockpile of trade-restrictive measures recorded since 2008.

The WTO Agreements

World Tariff Profiles 2021 provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. The publication starts with a breakdown of the tariffs imposed by these economies. Tariff data are presented in comparative tables and in one-page profiles for each economy. A summary table on selected indicators on the imports and exports profile for these economies is also presented. Statistics on non-tariff measures by country and by product group complement the data on tariffs. WTO-OECD-UNCTAD: Despite crisis G20 governments largely resist protectionist pressures: The WTO OECD and UNCTAD in a joint report on G20 trade and investment measures released on 14 June 2010 noted the imposition of fewer trade restrictions but warned “they are accumulating”. In a separate report to WTO members on trade-related developments Director-General Pascal Lamy confirmed this trend but urged governments to remain “vigilant” and to give priority to “exiting current restricting measures”. The OECD and UNCTAD also released a separate report on G20 investment measures.

Tariff Negotiations and Renegotiations under the GATT and the WTO
The procedures and practices to implement the provisions relating to tariff negotiations and renegotiations have evolved considerably since the GATT was established in 1947.
