Overview of Developments in the International Trading Environment: Annual Report by the Director-General (2018)
The Director-General’s annual overview on trade-related developments presented to members on 11 December at a meeting of the Trade Policy Review Body (TPRB) shows a significant increase in trade coverage of trade restrictive measures by WTO members from mid-October 2017 to mid-October 2018. While members continued to implement trade-facilitating measures the trade coverage of the import-restrictive measures was more than seven times larger than that recorded in the previous annual overview. The report provides the first WTO-wide factual insight into the trade restrictive measures imposed in the context of current trade tensions and calls on WTO members to use all means at their disposal to de-escalate the situation.

The WTO dispute settlement system has become one of the most dynamic effective and successful international dispute settlement systems in the world over the past twenty years. This second edition of A Handbook on the WTO Dispute Settlement System has been compiled by the dispute settlement lawyers of the WTO Secretariat with a view to providing a practice-oriented account of the system. In addition to describing the existing rules and procedures this accessibly written handbook explains how those rules and procedures have been interpreted by dispute settlement panels and the Appellate Body and how they have evolved over time. The handbook provides practical information to help various audiences understand the day-to-day operation of the WTO dispute settlement system.

Report on G20 Trade Measures (2011)
WTO G-20 report: Weak growth and imbalances “testing” government resolve against protectionism: The WTO’s report on G-20 trade measures issued on 26 October 2011 said that “disappointingly weak growth in some G-20 countries and continuing macroeconomic imbalances globally are testing the political resolve of many governments to abide by the G-20 commitment to resist protectionism”. It said that “the situation is not yet alarming but it is clearly adding to the downside risks to the global economy”.

Mainstreaming Trade to Attain the Sustainable Development Goals
The WTO is central to achieving the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs) which set targets to be achieved by 2030 in areas such as poverty reduction health education and the environment. The SDGs put significant emphasis on the role that trade plays in promoting sustainable development and recognize the contribution that the WTO can make to the 2030 Agenda. By delivering and implementing trade reforms which are pro-growth and pro-development and by continuing to foster stable predictable and equitable trading relations across the world the WTO will play an important role in delivering the Sustainable Development Goals just as it did with the Millennium Development Goals before them. Women and Trade
Trade can dramatically improve women’s lives creating new jobs enhancing consumer choices and increasing women’s bargaining power in society. It can also lead to job losses and a concentration of work in low-skilled employment. Given the complexity and specificity of the relationship between trade and gender it is essential to assess the potential impact of trade policy on both women and men and to develop appropriate evidence-based policies to ensure that trade helps to enhance opportunities for all. Research on gender equality and trade has been constrained by limited data and a lack of understanding of the connections among the economic roles that women play as workers consumers and decision makers. Building on new analyses and new sex-disaggregated data Women and Trade: The Role of Trade in Promoting Gender Equality aims to advance the understanding of the relationship between trade and gender equality and to identify a series of opportunities through which trade can improve the lives of women.

Strengthening Africa’s Capacity to Trade
Open global trade has had positive effects for African industrialization and development. Keeping markets open and predictable as well as fostering a more generally favourable business environment will be critical to spur renewed investment in Africa and support the continent’s economic recovery from the COVID-19 pandemic. This report looks at efforts to help African countries build capacity and to take fuller advantage of the benefits that trade brings. It examines various activities and projects the WTO is implementing in the continent including in the areas of trade facilitation compliance with sanitary and phytosanitary regulations and capacity building for trade and production. The report also looks into projects aimed at mainstreaming trade into the national development strategies of African countries. International cooperation a multilaterally coordinated response to the COVID-19 crisis and a reinvigorated multilateral trading system have the potential to lessen the effects of the pandemic and bolster Africa’s economic growth.

Trading into a Bright Energy Future
Open global trade supported by a well-functioning “quality infrastructure” has been an important factor in the rapid deployment of solar photovoltaic (PV) technologies around the world. Keeping markets open is critically important to ensure that all countries can benefit from solar PV a pillar of the low-carbon sustainable energy system needed to help achieve the goals of the Paris Agreement and fulfil the United Nations’ Sustainable Development Goals. This report by the World Trade Organization (WTO) and the International Renewable Energy Agency (IRENA) looks at how open transparent and inclusive trade policies can support cost reductions deployment of components and job creation in the solar PV sector strengthening the critical infrastructure needed to fight the COVID-19 pandemic and supporting efforts to rebuild the world economy. The report examines the need for countries to develop a robust quality infrastructure to promote safe trade in solar PV goods and services. This would reduce the risks of unreliable products entering the value chain and ensure stability for investors and other participants in the value chain. The report also looks at the need to strengthen international cooperation and demonstrates how IRENA and the WTO can support efforts to promote a secure and inclusive global solar PV market through the effective use of quality infrastructure.
Report on G20 Trade Measures (2014)
Azevêdo reports trade restrictions down slightly urges G-20 leadership on post-Bali agenda: The WTO’s report on G-20 trade measures issued on 18 June 2014 said that “G-20 members put in place 112 new trade restrictive measures during the period mid November 2013 to mid-May 2014 — slightly down from the 116 new restrictive measures introduced in the previous period from mid-May to mid-November 2013”. Director-General Roberto Azevêdo said that “ it is clear that the coat of trade restrictions has grown a bit thicker over this period…this will not help our efforts to support growth and development around the world — and therefore we must remain watchful”.

The WTO Building
The WTO Building provides a fascinating insight into the artwork and architecture of the Centre William Rappard (CWR) home of the World Trade Organization. 15 Years of the Information Technology Agreement
The Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference in Singapore in 1996 committing its participants to completely eliminate duties on certain information technology products. In its 15 years the ITA has promoted affordable access to a wide range of technologies encouraging closer cooperation between developed and developing countries. As production networks become increasingly global the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”. To mark the 15th anniversary of the ITA this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It details the establishment of the ITA Committee and how the Agreement is implemented and investigates the impact the ITA has had on trade liberalization and innovation. The publication also examines the effect information technology has had on global production networks and what this means for developing countries and the ITA.

World Tariff Profiles 2017
World Tariff Profiles 2017 provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. The publication starts with a breakdown of the tariffs imposed by these economies. The data is presented in summary tables and in individual one page profiles for each economy. This is followed by a section on the use of nontariff measures which are becoming increasingly important in international trade. The special topic for this edition is an article entitled “Export diversification” which gives an analysis of export diversification indicators over time. The publication is jointly prepared by the World Trade Organization the United Nations Conference on Trade and Development (UNCTAD) and the International Trade Centre (ITC).

World Tariff Profiles 2019
World Tariff Profiles 2019 provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. It is a joint publication of the WTO the International Trade Centre (ITC) and the United Nations Conference on Trade and Development (UNCTAD).
Tariff data are presented in comparative tables and in one-page profiles for each economy. Statistics on non-tariff measures by country and by product group complement the data on tariffs. The publication also includes as a special topic an analysis of how least-developed countries (LDCs) make use of preferential tariffs offered by trading partners for products exported by LDCs.
