WTO Dispute Settlement: One-Page Case Summaries provides a succinct summary of the key findings of every dispute panel report up to the end of 2018 and where applicable the subsequent Appellate Body report. Each one-page summary comprises three sections: the core facts; the key findings contained in the reports; and where relevant other matters of particular significance. The disputes are presented in chronological order (by dispute settlement number). Two indexes at the end of the publication list the disputes by WTO agreement and by WTO member responding to the complaint.

El Informe sobre el Comercio Mundial 2014 analiza la forma en que cuatro importantes tendencias económicas recientes han cambiado la manera en que los países en desarrollo pueden utilizar el comercio para impulsar su crecimiento. Lamy hails transparency as the best insurance policy against protectionism: Director-General Pascal Lamy in presenting his monitoring report (covering the period mid-October 2012 to mid-May 2013) to the Trade Policy Review Body on 19 July 2013 said: “I am convinced that a strong and vibrant multilateral trading system remains the best insurance policy to overcome protectionist threats”. He said that “while there is no need for alarmist or dramatic announcements trade restrictive measures continue to be adopted and the stock of existing measures remains high”.

Report on G20 Trade Measures (2020)
While import-restrictive measures introduced by Group of 20 (G20) economies continue to cover a growing share of trade the WTO’s latest biannual monitoring report on trade measures — the first to cover a time period coinciding with the coronavirus pandemic — points to significant moves to facilitate imports including products related to COVID-19. During the mid-October 2019 to mid-May 2020 review period G20 economies implemented 154 new trade and trade-related measures 95 of them import-facilitating and 59 import-restrictive. Of these measures 93 (about 60 per cent) were linked to the COVID-19 pandemic.

The WTO Regime on Government Procurement
Originally an important but relatively obscure plurilateral instrument the WTO Agreement on Government Procurement (GPA) is now becoming a pillar of the WTO system as a result of important developments since the Uruguay Round. This collection examines the issues and challenges that this raises for the GPA as well as future prospects for addressing government procurement at a multilateral level. Coverage includes issues relating to pending accessions to the GPA particularly those of developing countries with a large state sector such as China; the revised (provisionally agreed) GPA text of 2006 including provisions on electronic procurement and Special and Differential Treatment for Developing Countries; and procurement provisions in regional trade agreements and their significance for the multilateral system. Les services sont devenus la composante la plus dynamique du commerce mondial et jouent un rôle de plus en plus important dans l’économie mondiale et dans la vie quotidienne. Pourtant l’importance de la contribution des services au commerce mondial n’est pas toujours bien comprise. Le Rapport sur le commerce mondial 2019 tente d’y remédier en utilisant un nouvel ensemble de données élaboré par l’OMC qui prend en compte les différentes façons dont les services sont fournis à travers les frontières. Le Rapport examine la manière dont le commerce des services a évolué ces dernières années et se penche sur la question de savoir pourquoi le commerce des services compte. Les grandes tendances qui influent sur le commerce des services y compris l’évolution démographique les technologies numériques la hausse des revenus et le changement climatique sont examinées. Le Rapport donne aussi des estimations concernant l’évolution possible du commerce des services au cours des 20 prochaines années et les perspectives en matière de renforcement de la coopération internationale dans le domaine des politiques relatives au commerce des services. Le Rapport constate que les coûts du commerce des services sont plus élevés que ceux du commerce des marchandises mais qu’ils diminuent en grande partie sous l’effet des technologies numériques. Il montre en quoi la baisse des coûts du commerce devrait accroître la part des services dans le commerce mondial et en quoi cela pourrait contribuer à une croissance et un développement plus inclusifs. Pour que les économies puissent tirer parti du rôle croissant joué par le commerce des services la coopération internationale devra s’intensifier.

Report on G20 Trade Measures (2017)
G20 countries show restraint in new trade restrictions despite economic uncertainties: The WTO’s eighteenth monitoring report on Group of 20 (G20) trade measures issued on 9 November shows that G20 economies introduced fewer trade-restrictive measures compared to the previous review period. The estimated trade coverage of these restrictions recorded during the period of mid-May 2017 to mid-October 2017 slightly exceeded the coverage of trade-facilitating measures.

International Trade Statistics 2007
The new ITS will include more detailed information on trade in services statistics. In addition to the three categories published so far (transportation travel other commercial services) the report will also present statistics on individual components such as communication insurance and financial services for world trade as well as bilateral trade. Selected leading traders of each component will be shown. The report will also include statistics on foreign affiliate trade in services statistics (FATS) a new domain that has been gaining increasing relevance with the accumulated flow of foreign direct investment.

Technical Barriers to Trade
WTO members have notified over 25000 draft regulatory measures to the Technical Barriers to Trade (TBT) Committee over the past 20 years covering imports ranging from food to medical devices. Over 470 of these measures have undergone detailed scrutiny by WTO members in the TBT Committee. But only a handful of these issues have resulted in formal disputes proving the effectiveness of the committee process. This brochure produced to mark the WTO’s 20th anniversary looks into the TBT Agreement and the work of the TBT committee.

Trade Adjustment in Asia
Asia’s economic success over the past four decades has been built on a strategy of export promotion coupled with trade opening. Poverty rates throughout the region have fallen dramatically especially in countries that have succeeded in integrating into regional or global value chains. However this economic success has been accompanied by structural changes such as the need for workers to change roles sectors and sometimes regions. Faced with increased foreign competition firms have been forced to reorganize and quickly adopt new technologies. Despite the importance of this adjustment process relatively little empirical evidence exists. This volume aims to close this gap by providing new insights into how Asia’s labor markets and firms have adjusted to trade opening. Written by leading trade economists with expertise in the region the publication shows that trade opening has led to a more efficient allocation of capital and labor but this has been accompanied by significant adjustment costs. The book sheds light on the effects of trade on workers and firms with the aim of improving understanding of the adjustment process and contributing to the debate on how to make globalization work for all.

Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2017)
WTO members show restraint in trade restrictions despite ongoing economic uncertainties: WTO members introduced fewer trade-restrictive measures from mid-October 2016 to mid-October 2017 compared to the previous year according to the Director-General’s annual overview report on trade-related developments presented to members on 4 December. WTO members continued to implement more trade-facilitating than trade-restrictive measures. The estimated trade coverage of the import-facilitating measures recorded in the review period was more than double the import-restricting measures. In addition the import-facilitating measures implemented during the review period in the context of the expanded Information Technology Agreement (ITA) amounted to around US$ 385 billion.

Azevêdo’s health-check on global trade: Growth recovering but restrictions on the rise: Director-General Roberto Azevêdo in presenting his first global trade-monitoring report to WTO members on 17 February 2014 said that trade growth projections for this year are “much improved hovering somewhere between 4.0% and 4.5%.” However he said “407 new restrictive measures were reported during the review period” affecting 1.3 % of world merchandise imports—valued at $240 billion.

Governments, Non-State Actors and Trade Policy-Making
One of the most pressing issues confronting the multilateral trade system is the challenge posed by the rapid proliferation of preferential trade agreements. Plenty has been written about why governments might choose to negotiate preferentially or multilaterally but until now it has been written almost exclusively from the perspective of governments. We know very little about how non-state actors view this issue of ‘forum choice' nor how they position themselves to influence choices by governments about whether to emphasize PTAs or the WTO. This book addresses that issue squarely through case studies of trade policy-making and forum choice in eight developing countries: Chile Colombia Mexico South Africa Kenya Jordan Indonesia and Thailand. The case studies are based on original research by the authors including interviews with state and non-state actors involved in the trade policy-making process in the eight countries of this study.
World Tariff Profiles 2018
World Tariff Profiles 2018 provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. The publication starts with a breakdown of the tariffs imposed by these economies. Tariff data are presented in comparative tables and in one-page profiles for each economy. Statistics on non-tariff measures by country and by product group complement the data on tariffs. The publication also includes as a special topic an analysis of how least developed countries make use of preferential tariffs offered by trading partners for their export products. The publication is jointly prepared by the World Trade Organization the United Nations Conference on Trade and Development (UNCTAD) and the International Trade Centre (ITC).

À l’ère numérique les états sont de plus en plus nombreux à adopter des politiques visant à stimuler la croissance par l’innovation et la modernisation technologique. Le Rapport sur le commerce mondial 2020 présente ces tendances et examine comment le commerce et l’OMC s’y adaptent. Le soutien à la transition vers une économie numérique a caractérisé les politiques publiques adoptées ces dernières années. Le commerce et les politiques commerciales ont toujours été des moteurs importants pour l’innovation. En particulier le système commercial multilatéral a largement contribué à la diffusion planétaire de l’innovation et des technologies en favorisant la prévisibilité des conditions du marché mondial et en soutenant le développement des chaînes de valeur mondiales. À mesure que les données deviennent un intrant essentiel dans l’économie numérique les entreprises s’appuient davantage sur des actifs incorporels que sur des actifs physiques et les entreprises numériques peuvent accéder plus rapidement aux marchés mondiaux sans devoir consentir aux importants investissements matériels qui étaient auparavant nécessaires dans d’autres secteurs. Dans le contexte de l’économie numérique le succès dépendra de l’ouverture de l’accès aux biens et services liés aux technologies de l’information et de la communication (TIC) de la collaboration dans les projets de recherche et de la diffusion des connaissances et des nouvelles technologies. Le Rapport sur le commerce mondial 2020 montre que la coopération internationale a un rôle important à jouer pour rendre plus efficace la poursuite du développement numérique et de l’innovation technologique tout en réduisant au minimum les retombées négatives des politiques nationales. Conclus il y a un quart de siècle les Accords de l’OMC se sont révélés remarquablement avancés en mettant en place un cadre favorable au développement des économies reposant sur les TIC quel que soit leur niveau de développement. La poursuite de la coopération internationale à l’OMC et dans d’autres instances permettrait de poursuivre l’innovation et de réduire les tensions commerciales pour contribuer à rendre plus prévisible le fonctionnement des marchés internationaux.

Report to the TPRB from the Director-General on Trade-Related Developments
Trade-restrictive measures continue at historically high level: Trade flows hit by new restrictions implemented by WTO members continued at a historically high level between mid-October 2018 and mid-May 2019 according to the Director-General’s latest mid-year report on trade-related developments presented to members on 22 July. The report which was reviewed at a meeting of the WTO’s Trade Policy Review Body notes that the trade coverage of import-restrictive measures implemented during the review period is estimated at USD 339.5 billion the second-highest figure on record after the USD 588.3 billion reported in the previous period. Together these two periods represent a dramatic spike in the trade coverage of import-restrictive measures.

Globalization and informal jobs in developing countries
This study focuses on the relationship between trade and the growth of the informal economy in developing countries. Based on existing academic literature complemented with new empirical research by the ILO and the WTO the study discusses how trade reform affects different aspects of the informal economy. It also examines how high rates of informal employment diminish the scope for developing countries to translate trade openness into sustainable long-term growth.
