A Handbook on the WTO TRIPS Agreement

Concernant le commerce des services une ventilation détaillée est donnée pour les services de transport les services relatifs aux voyages et d’autres services commerciaux. La publication contient également des statistiques sur la propriété intellectuelle. Les informations sont disponibles pour tous les Membres de l’OMC et les observateurs et pour certaines autres économies. Par souci de commodité les données pour chaque économie sont présentées sur deux pages ce qui permet d’avoir un aperçu rapide du commerce mondial. La publication est un précieux outil de référence pour tous ceux qui ont besoin de statistiques commerciales de base.

Las mujeres y el comercio
El comercio puede mejorar drásticamente la vida de las mujeres mediante la creación de nuevos puestos de trabajo el aumento de las posibilidades de elección de los consumidores y el fortalecimiento del poder de negociación de las mujeres en la sociedad. También puede dar lugar a pérdidas de empleo y a una concentración del trabajo en ocupaciones de baja cualificación. Habida cuenta de la complejidad y especificidad de la relación entre comercio y género es esencial evaluar las repercusiones que pueden tener las políticas comerciales tanto en las mujeres como en los hombres y elaborar políticas adecuadas y basadas en datos empíricos para garantizar que el comercio contribuya a crear mejores oportunidades para todos. La investigación sobre la igualdad de género y el comercio se ha visto constreñida por la escasez de datos y por una comprensión deficiente de la relación entre los papeles económicos que desempeñan las mujeres como trabajadoras consumidoras y responsables de la adopción de decisiones. Report on G20 Trade Measures (2020)
The WTO's latest Trade Monitoring Report on G20 trade measures shows a slowdown in the number and coverage of trade-restrictive and trade-facilitating measures on goods implemented by G20 countries between mid-May and mid-October 2020 primarily as a result of the sharp decline in overall global trade since the COVID-19 outbreak. The report also documents numerous trade-facilitating and support measures introduced by G20 economies in response to the economic downturn in order to prepare the ground for a strong economic recovery.

Report on G20 Trade Measures (2015)
WTO sees “slight deceleration” in G20 trade restrictions but calls for continued vigilance: The WTO’s thirteenth trade monitoring report on G20 trade measures issued on 15 June shows a slight deceleration in the application of new trade-restrictive measures by G20 economies with the average number of such measures applied per month lower than at any time since 2013. The report also underlines that it is not yet clear that this deceleration will continue and it calls on G20 leaders to show continued vigilance and reinforced determination towards eliminating existing trade restrictions.

Trade Facilitation Agreement
The Trade Facilitation Agreement is the first multilateral trade agreement to be concluded since the WTO was established 20 years ago. Once it enters into force the Agreement is expected to reduce total trade costs by more than 14 per cent for low-income countries and more than 13 per cent for upper middle-income countries by streamlining the flow of trade across borders. World Tariff Profiles 2014
World Tariff Profiles 2014 provides a unique collection of data on tariffs imposed by WTO members and other countries. It is jointly published by the WTO the International Trade Centre (ITC) and the UN Conference on Trade and Development (UNCTAD).The first part of the publication provides summary tables showing the average tariffs imposed by individual countries. The second part provides a more detailed table for each country listing the tariffs it imposes on imports (by product group) as well as the tariffs it faces for exports to major trading partners. The profiles show the maximum tariff rates that are legally “bound” in the WTO and the rates that countries actually apply. Azevêdo says rise in trade restrictions “cause for concern”: Director-General Roberto Azevêdo in introducing his annual report “Developments in the International Trading Environment” to the Trade Policy Review Body on 8 December said that “the stock of trade restrictions introduced by WTO members since 2008 continues to rise”. He said that “in a climate of economic uncertainty the continued accumulation of trade-restrictive measures poses a clear risk”.

Trade finance and the compliance challenge
The availability of trade finance has become an increasingly important issue in the past few years. As international banks have become less willing to provide trade finance guarantees particularly in developing countries this has reduced the capacity of local banks to provide credit to businesses wishing to trade leading to a significant gap between the demand and supply of trade finance. Small and medium-sized enterprises have been especially hard-hit by this trade finance gap. This publication delves into the global trade finance gap and the reasons for the growing reluctance of the global financial sector to engage in this form of financing. It examines the challenges of regulatory compliance and describes the efforts of international organizations such as the World Trade Organization and the International Finance Corporation to respond to this issue. It also presents case studies of the capacity-building programmes organized by multilateral development banks which aim to improve the availability of trade finance.
Regional Rules on the Global Trading System
The proliferation of regional trade agreements (RTAs) over the past two decades has highlighted the need to look closely at the potential conflicts between regional and WTO rules or disciplines. A major obstacle to advancing understanding of RTAs is the absence of detailed information about their contents. This has limited the debate between those who view RTAs as discriminatory instruments hostage to protectionist interests and those who see them as conducive to multilateral trade opening. This book provides detailed analysis of RTA rules in six key areas - market access technical barriers to trade contingent protection investment services and competition policy - across dozens of the main RTAs in the world. The analysis helps to provide new insights into the interplay between regional and multilateral trade rules advances understanding of the economic effects of RTAs and contributes to the discussion on how to deal with the burgeoning number of RTAs.
Status of WTO Legal Instruments
This publication covers the treaty instruments drawn up by WTO Members in relation to the Agreement Establishing the WTO and the multilateral and plurilateral trade agreements annexed to this Agreement. It lists the signature dates of WTO agreements and the dates of acceptance or amendments to these agreements. It also provides the date of their entry into force as well as for other communications and declarations received by the WTO Director-General in his capacity as depositary. This publication reflects several WTO accessions and treaty amendments since the previous edition. Report on G20 Trade Measures (2013)
WTO warns G-20 trade restrictions continue to accumulate as pace of removal remains slow: Director-General Pascal Lamy in his report on G-20 trade measures issued on 17 June 2013 said that “more than 100 trade-restrictive measures were implemented by G-20 economies over the past seven months covering around 0.5% of G-20 merchandise imports”. He called on the G-20 to “take positive steps to unlock the potential for trade to grow stronger by ensuring a successful outcome at the next Ministerial Conference in Bali”.

Report to the TPRB from the Director-General on Trade-Related Developments (2021)
WTO economies from mid-October 2020 to mid-May 2021 exercised trade policy restraint and refrained from an acceleration of protectionism that would have further harmed a world economy reeling from the COVID-19 pandemic according to the Director-General’s mid-year report on trade-related developments presented to members on 29 July. The report calls on WTO members to ensure that markets remain open and predictable and warns that failing to ensure wider access to COVID-19 vaccines could undermine the global economic and trade recovery.

Trade and Poverty Reduction
Global trade has contributed strongly to reducing poverty but important challenges remain in making trade work for the poorest. This publication presents eight case studies to reveal how trade can help to reduce poverty in developing countries. It focuses on four constraints faced by the extremely poor – namely that they tend to live in rural areas work in the informal sector live in fragile and conflict-affected regions and face gender inequality. The case studies identify ways to overcome these constraints including through the adoption of policies that maximize the contribution of trade to poverty reduction. The studies also highlight the ongoing gaps in data and research that constrain policy-making. The publication is a follow-up to The Role of Trade in Ending Poverty co-published by the WTO and the World Bank in 2015 which examined the challenges the poor face in benefiting from trade opportunities. The country-specific approach of this new publication complements the global perspective of the previous report.
Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2020)
The Director-General’s latest annual overview of trade-related developments shows a marked slowdown in the number of trade-restrictive and trade-facilitating measures adopted by WTO members related to goods trade over the past year. The report presented at a 11 December meeting of the WTO’s Trade Policy Review Body (TPRB) notes the decrease observed in regular measures between mid-October 2019 and mid-October 2020 was mainly the result of the sharp decline in overall global trade since the COVID-19 outbreak. The document at the same time provides information about the numerous trade-facilitating and support measures introduced by WTO economies in response to the economic downturn caused by the COVID-19 pandemic in order to ensure a solid economic recovery.

The world is changing with extraordinary rapidity driven by many influences including shifts in production and consumption patterns continuing technological innovation new ways of doing business and of course policy. The World Trade Report 2013 focuses on how trade is both a cause and an effect of change and looks into the factors shaping the future of world trade. One of the most significant drivers of change is technology. Not only have revolutions in transport and communications transformed our world but new developments such as 3D printing and the continuing spread of information technology will continue to do so. Trade and Tariffs
Over the past 20 years global trade in goods has nearly quadrupled reaching US$ 19 trillion in 2013 compared with US$ 5 trillion in 1996. This represents an annual growth rate of 7.6 per cent on average. Over the same period there has been a 15 per cent reduction in average tariffs applied by WTO members. World Trade Report 2020
In the digital age a growing number of governments have adopted policies aimed at boosting growth through innovation and technological upgrading. The World Trade Report 2020 looks at these trends and at how trade and the WTO fit with them. A defining feature of government policies adopted in recent years has been their support of the transition towards a digital economy. Trade and trade policies have historically been important engines for innovation. In particular the multilateral trading system has contributed significantly to the global diffusion of innovation and technology by fostering predictable global market conditions and by underpinning the development of global value chains. As data become an essential input in the digital economy firms rely more on intangible assets than on physical ones and digital firms are able to reach global markets faster without the amount of physical investment previously necessary in other sectors. Success in the digital economy will depend on openness access to information and communication technology (ICT) goods and services collaboration on research projects and the diffusion of knowledge and new technology. The World Trade Report 2020 shows that there is a significant role for international cooperation to make the pursuit of digital development and technological innovation more effective while minimizing negative spill-overs from national policies. The WTO agreements reached a quarter of a century ago have proved to be remarkably forwardlooking in providing a framework that has favoured the development of ICT-enabled economies across all levels of development. Further international cooperation at the WTO and elsewhere would enable continued innovation and reduce trade tensions to help international markets function more predictably.
World Tariff Profiles 2015
World Tariff Profiles 2015 provides a unique collection of data on tariffs imposed by WTO members and other countries. It is jointly published by the WTO the International Trade Centre (ITC) and the UN Conference on Trade and Development (UNCTAD). The first part of the publication provides summary tables showing the average tariffs imposed by individual economies. The second part provides a more detailed table for each economy listing the tariffs it imposes on imports (by product group) as well as the tariffs it faces for exports to major trading partners. The profiles show the maximum tariff rates that are legally “bound” in the WTO and the rates that economies actually apply. Data on anti-dumping measures are provided in a separate annex. The special topic in this year’s issue is “Tariff accumulation effective protection and export competitiveness in global production” which looks into the impact of tariffs on industrial production costs.

WTO members record lowest monthly average in new trade restrictions since 2008: Between mid-October 2016 and mid-May 2017 WTO members recorded the lowest monthly average of new trade restrictions since the financial crisis of 2008 according to the Director-General’s mid-year report on trade-related developments presented to members on 24 July. Director-General Roberto Azevêdo welcomed this news and urged WTO members to show continued moderation. The report also shows that the trade coverage of the trade-facilitating measures was significantly higher than that of the restrictions.

WTO Dispute Settlement: One-Page Case Summaries provides a succinct summary of the key findings of every dispute panel report up to the end of 2011 and where applicable the subsequent Appellate Body report. Each one-page summary comprises three sections: the core facts; the key findings contained in the reports; and where relevant other matters of particular significance. The disputes are presented in chronological order (by dispute settlement number). Two indexes at the end of the publication list the disputes by WTO agreement and by WTO member responding to the complaint.

Lamy calls for trade opening to continue as global economic outlook worsens: Director-General Pascal Lamy in his annual report to WTO members on developments in the international trading environment published on 21 November 2011 told members that “in a context of greater economic uncertainty and rising global risks it is all the more important that the process of global trade opening continues”. In the light of a worsening of the global economy in recent months with the forecast for world export growth revised downwards to 5.8% in 2011 he warned that unilateral action to shield domestic industries will not solve global problems but might make things worse by triggering a spiral of tit-for-tat reactions in which every country will lose.

Tariff Negotiations and Renegotiations under the GATT and the WTO
Over the past seven decades since the General Agreement on Tariffs and Trade (GATT) was established in 1947 there has been a phenomenal increase in international trade in goods largely due to sustained efforts by the world’s main trading nations to reduce and eliminate tariff barriers in a multilaterally orchestrated manner. This publication reviews how the procedures and practices relating to tariff negotiations and renegotiations have evolved over this time. In particular this new edition recounts how negotiations to expand the duty-free coverage of the Information Technology Agreement were concluded and provides an account of tariff renegotiations regarding successive enlargements of the European Union.
